During the adjustment for the second reading, the bill (Reg. No.2476) was amended. Thus, the provisions on the fringe benefits to the official rate of pay for the teachers and academic-teaching personnel for the degrees of a candidate of science or a doctor of science were excluded from the bill, as the wages of the indicated categories of teaching personnel are fixed by the Resolution of the Cabinet of Ministers of Ukraine of 30 September 2002. Item 3 of this Resolution envisages fringe benefits to the official rate of pay for the professor´s degree at the maximum rate of 33% of the official rate of pay; for the associate professor degree and senior research assistant - at the rate of 25% of the official rate of pay. Hence, the phrase ‘and wages of the teaching personnel´ was excluded from the bill.
To the Chapter VIII "Final Provisions", the following amendments were introduced (regarding the terms of gradual implementation of the bill): "since 2011 at the rate of 50% of the official rate of pay for the academic-teaching personnel; since 2012 - 70% of the official rate of pay for the academic-teaching personnel; since 2013 80% of the official rate of pay for the academic-teaching personnel."
